In the Sephardic tradition, Selichot on the second day of the month of Elul and recite  Selichot  throughout  the  entire Elul (Selichot for iPhone according to the nusach Sephardi).

In the  Ashkenazic tradition, it begins on the Saturday  night  before Rosh  Hashanah.

This Saturday night, after midnight, or in the early hours of the morning, Ashkenazim begin recitation of Selichos. We continue the recitation of Selichos on every subsequent weekday morning through Erev Yom Kippur.

Selichos should be said before Shacharit, towards the end of the night. The end of the night is an “Et Ratzon” – an auspicious time when Hashem is more receptive to listening to ones prayers.
